This EPC Update and Post-summit Briefing discussed the outcome of the European Council meeting on March 21, taking place shortly after the March 7 special summit. A key moment for making concrete progress on security and defence, the European Council will test the momentum behind EUrope’s security awakening, marking a key moment for making concrete progress on security and defence. Will EU leaders agree on proposals to meet the 800 billion EUR defence spending target and are they ready to address other thorny issues, from joint procurement to nuclear deterrence?
While member states committed over 30.6 billion EUR in 2025 through the Ukraine Facility during the special summit, key questions remain unanswered. Will the EU take bolder steps, including leveraging frozen Russian assets? Can they agree on more concrete security guarantees? What role can EUrope play after Ukraine agreed to a ceasefire? As threats to European security mount, can EU leaders overcome divisions which have forced them to compartmentalise the security of Ukraine and that of EUrope? Finally, what does all this mean in view of the required new EUropean security architecture?
