EPC Update – Special European Council: Potential implications for migration and the EU’s economy

This EPC Update and Post-summit Briefing assessed the discussions and outcomes of the Special European Council that took place on 9/10 February 2023. The focus of this informal summit, and thus of our Update, was on three main areas: Ukraine, migration and the EU's economy.
Will EU leaders take concrete decisions on state aid policy and how to preserve the level playing field in the Single Market in the face of increasing pressures? Will they agree on a more flexible approach to using existing EU funds? And will they move towards new solidarity instruments, like the SURE programme and/or the introduction of a European Sovereignty Fund, aiming to support investment in strategic areas? Can EU leaders rise to the new challenges posed by migration, or will they again fail to deliver? Will discussions among the EU27 focus solely on border control and migration management, or will they also address the need for greater solidarity with EU countries, particularly under pressure? And what implications will the summit have for the negotiations on the New Pact on Migration and Asylum?
