Die Wahlen zum Europaparlament waren bislang, nun ja, nicht unbedingt ein Publikumsmagnet. Die Beteiligung sank seit dem ersten Durchgang 1979 von 62 auf zuletzt knapp 43 Prozent. Jetzt will das EU-Parlament gegensteuern: Die nächste Wahl 2019 soll bürgernäher, wählertauglicher, demokratischer werden. Am Mittwoch stimmen die Abgeordneten über Reformvorschläge ab, die einige für eine kleine Revolution halten. Zudem wollen die großen Parteien das 2014 erprobte System der Spitzenkandidaten sichern ebenfalls mit dem Ziel, mehr Wähler für Europa zu begeistern. Janis Emmanouilidis vom European Policy Centre warnt zwar vor überzogenen Erwartungen und der Vorstellung, dass solche Listen die Europäer in Scharen an die Urnen zögen. Er sagt aber auch: Aus demokratiepolitischer Perspektive ist das ein Schritt in eine positive Richtung." [...]
