Europa dwóch prędkości powoli staje się faktem. Do tej pory kraje strefy euro miały swoje odmienne od reszty problemy, ale ich rozwiązywaniem zajmowano się w duchu wspólnotowym. A więc decyzje podejmowały instytucje wspólne dla 28 państw członkowskich – Komisja Europejska, Rada UE, Parlament Europejski.
