Er ist der erste Osteuropäer auf diesem Posten - der frühere polnische Regierungschef Donald Tusk tritt am Montag das Amt des EU-Ratspräsidenten an. Er folgt auf den Belgier Hermann Van Rompuy - und ist in der Rangordnung im Grunde genommen auf Augenhöhe mit dem Kommissionspräsidenten Jean-Claude Juncker. Nach Einschätzung von Janis Emmanouilidis, Politologe am European Policy Center in Brüssel, ist Tusk ein Pragmatiker, der sich stark für Außenpolitik interessiert und der Richtige sein könnte in einer Zeit des schwierigen Verhältnisses zu Russland.
