Mit der Schuldenkrise wurde das Amt aber plötzlich wichtiger, als dies die kühnsten Auguren geahnt hatten. Van Rompuy hatte Anteil daran, dass die akute Krise an unzähligen Sondergipfeln zumindest eingedämmt wurde. «Er ist immer ruhig geblieben und hatte nicht nur die Partikularinteressen der einzelnen Staaten, sondern auch das Gesamtbild im Blick», sagt Janis Emmanouilidis vom Brüsseler Think-Tank European Policy Center. Janis Emmanouilidis vom European Policy Center erinnert daran, dass in der Aussenpolitik eher die EU-Hauptstädte als Brüssel den Ton angeben. Entsprechend habe Van Rompuys Bedeutung etwas abgenommen, seit die Ukraine-Krise die Tagesaktualität bestimme. Fraglich ist daher, wie prägend die Rolle des EU-Rats-Präsidenten bleibt. Und offen ist, wie Tusk mit einem möglichen Bedeutungsverlust umgehen wird.
