Juncker macht klare Ansagen an die Regierungen, was die Kommission will und was nicht. Für Janis Emmanouilidis von der europäischen Denkfabrik EPC ist das durchaus ein gewagtes Spiel: "Wenn das klappt, geht er definitiv in die Geschichtsbücher ein. Es kann aber auch zu einem Fiasko führen" - wenn es keine Möglichkeit mehr gebe, Kompromisse zu schmieden und Juncker "eventuell zu stark agiert".
