Neue Deals programmiert?
Beobachter glauben, dass das Parlament eine mögliche Zustimmung mit der Durchsetzung von Elementen verbinden könnte, die es für besonders wichtig hält. Stichwort Finanztransaktionsteuer oder die Vergemeinschaftung von Schulden. "Das Europäische Parlament hat jenseits des Budgets viele Dinge auf der Agenda. Da kann man einen Kompromiss finden", meint Janis Emmanouilidis vom Brüsseler Think Tank European Policy Center. Man könnte also dem gekürzten Haushalt zustimmen, um diese umstrittenen Instrumente durchzusetzen. Sollte das Parlament aber nicht zustimmen, müsste die Europäische Union auf der Basis von Jahreshaushalten arbeiten.
