Die Euro-Krise wirft ihre Schatten auch auf die Ratspräsidentschaft. Mit Zypern hat zum ersten Mal ein EU-Land den Ratsvorsitz, das auf europäische Hilfe angewiesen ist. Nur wenige Tage vor Präsidentschaftsbeginn stellte die zyprische Regierung den Antrag. Ähnlich wie bei Spanien hat Zypern vor allem ein Bankenproblem. Sie sind völlig überschuldet. Janis Emmanouilidis, Zypern- und Griechenland-Experte bei der Brüsseler Denkfabrik European Policy Centre, spricht von "erheblichen Verflechtungen zwischen Zypern und Griechenland, vor allem im Bankensektor. Und zypriotische Banken haben durch die Restrukturierung der griechischen Schulden einen hohen Verlust in Kauf nehmen müssen." Einzelheiten, vor allem zur Höhe der Hilfe und den Auflagen, sind aber noch nicht geklärt. […]
