Ob es in weiteren Ländern zu Problemen bei der Ratifizierung kommt, hänge vom Ausgang des EU-Gipfels Ende Juni ab, erklärt der Politologe Janis A. Emmanouilidis vom Brüsseler Thinktank EPC. Sollte es keinen Kompromiss für einen Wachstumspakt zur Ergänzung des Fiskalpakts geben, würde eine negative Welle über die ganze EU schwappen; der Umsetzung des Sparpakts drohe zumindest eine zeitliche Verzögerung. Denn auch der neue französische Präsident Francois Hollande hatte sich skeptisch über den Fiskalpakt in seiner bisherigen Form gezeigt. Österreichs Regierung tut sich wegen des Widerstands der Opposition mit einer Schuldenbremse in Verfassungsrang schwer, die Ratifizierung stoppt das nicht.
