La proposta messa sul tavolo da Merkel e Sarkozy lunedì per includere e rendere vincolanti nuove regole di bilancio e sanzioni automatiche per i paesi che non le rispetteranno è al centro delle decisioni che dovranno essere prese durante questi due giorni cruciali.
È ancora incerta la direzione procedurale che il Consiglio sceglierà per ottenere i risultati più efficaci nel minor tempo possibile. L’ipotesi di un nuovo trattato stipulato dai 17 paesi dell’eurozona, ma aperto anche agli altri membri sul modello della convenzione di Schengen o del patto Europlus, sembra senz’altro la più plausibile. «Prima però – ci spiega Janis Emmanouilidis dello European Policy Centre – si tenterà come primo approccio anche la strada di una modifica dei trattati esistenti, ratificata da parte di tutti i membri».
