Nach zahlreichen Fehlversuchen wollen sie es diesmal mit einer Änderung der EU-Verträge schaffen. Aber an der könnten sich die beiden die Zähne ausbeißen. Sicher ist, dass die neuen Regeln in allen beteiligten Staaten ratifiziert werden müssen. Das kann durch die Parlamente oder durch Referenden passieren. "Bei der Abstimmung über den Rettungsschirm haben wir gesehen, dass die Zustimmung keinesfalls sicher ist. Die Ratifizierung kann die Umsetzung der Beschlüsse enorm verzögern", sagt Janis Emmanouilidis vom Brüsseler Think Tank European Policy Studies. […]
