Sanktionsmöglichkeiten haben die übrigen Staaten keine, auch wenn nur ein Land die 26 anderen Mitglieder blockiert. "Die übrigen Länder können nur den Druck erhöhen und die politische Rhetorik verschärfen", sagt Janis A. Emmanouilidis, EU-Experte am Centrum für angewandte Politikforschung (C·A·P) der Universität München. Im Fall von Polen könne das der Hinweis sein, dass man sich den jetzigen Widerstand merke: für die nächsten Finanzverhandlungen oder wenn es um das Verhältnis zu Russland oder Energiefragen gehe.
