On 15 December 2010 the European Parliament formally adopted the rules for the implementation of the European Citizens’ Initiative (ECI). Parliamentarians voted for a series of changes to the initial Commission proposal with the intention of making the ECI as ‘user-friendly’ as possible. The authors of this commentary, Corina Stratulat and Janis A. Emmanouilidis, argue that the final rules will place politically sensitive burdens on the Commission while offering the EP new opportunities to engage with its voters.
