On the 60th anniversary of the Schuman Declaration (9 May 1950), which set Europe on the path to European economic and political integration, the EPC has drafted a new declaration along lines that Schuman might have thought of. This proposes a new vision to reverse the EU’s political and economic decline and give it a renewed sense of purpose. It suggests two measures to deal with internal and external challenges: one to enhance Europe’s global role by leading the reform of global institutions, such as the UN or IMF; and the other to strengthen economic governance by establishing a European Economic Government and a fully-functioning Economic Union.

The Declaration was published on 6 May 2010 and can also be found on the EPC website. See here
