The paper co-written by Janis A. Emmanouilidis and Pawel Swieboda, President of demosEUROPA, analyses and proposes a set of policy recommendations concerning the future relationship between the EU and its Eastern neighbours. The authors advise the new EP to support (a) a re-launch of the Eastern Partnership, (b) a strategic foreign policy cooperation with Turkey and Ukraine, (c) the rapprochement with Russia on the basis of a clear set of principles and values, (d) the continuation of EU enlargement to include countries of the Western Balkans. The European Parliament should also attach particular importnce to the issue of visa liberalisation, which remains one of the ke areas of interest and concern for the Eastern partners.
The paper was produced in the framework of the Venusberg Group, which in March 2009 commenced a project aiming to produce a European Briefing Book on Security and Defence for the new European Parliament (2009-2014). The projects aims to nurture the debate about how the newly elected EP can contribute even stronger to the shaping and implementation of the EU's foreign, security and defence policy. The Venusberg Group is a high-level group of security and defence experts from across Europe brought together by the Bertelsmann Foundation to examine the future of EU security policy.
