Do the December European Summit and the Annual Growth Survey 2012 offer a way forward for Europe?

Participation in a panel debate on the outcome of the EU Summit on 8/9 December and on the Commission's Annual Growth Survey organized by the European Trade Union Institute (ETUI).

On 23 November 2011 the European Commission published the second Annual Growth Survey (AGS) - its cornerstone document for better economic policy and governance in the European Union. This document is an integral part of the policy planning cycle called the European Semester, which started in January 2011 with the publication of the first AGS, and is supposed to deliver more integrated policymaking in key economic, employment and social policy areas. At this ETUI Monthly Forum panelist discussed the current state of economic governance on the European level as well as the economic outlook going into 2012 in the light of the second AGS and the recently agreed six-pack, and against the background of the still unresolved crisis.

Other speakers included: Stefan Collignon, Sant’Anna School of Advanced Studies, Pisa; Andrew Watt, Senior Researcher, ETUI; and Józef Niemiec, Deputy General Secretary ETUC. The event was moderated by Philippe Pochet, General Director ETUI.
